5. Rationale

QProt 追究的是 queuing 的责任, 不是 rate 本身. 它按 packet size 与瞬时 congestion level probNative 的乘积累积分数. Constant aging 给 well-behaved scalable flows 留出动态余量. 将分数转换成 expiry time t_exp 使老化随时间隐式发生. Policy conditions 还要求存在 actual harm, 即 qdelay 超过 CRITICALqL.
