8. Base 16 Encoding
Base16 is hexadecimal encoding. Each 4-bit group maps to one character, so one octet becomes two output characters.
RFC 4648 uses the uppercase alphabet 0-9 and A-F. Base16 does not use padding because each octet is exactly represented by two hexadecimal characters.
