3.1. Potential Standards Work

The report identifies the following starting points for IETF work:

  • Attachment to websites by location, in robots.txt or a similar mechanism.

  • Attachment via embedding in IETF-controlled formats, for example HTTP headers.

  • Definition of a common core vocabulary.

  • Definition of the overall regime, including how to combine preferences discovered from multiple attachment mechanisms.

The IETF would be expected to coordinate with other Standards Development Organizations (SDOs) for embedding in formats such as HTML.
