1. Introduction

Section 12.3 of [RFC7252] describes the registration procedures for the "CoAP Content-Formats" IANA registry within the "Constrained RESTful Environments (CoRE) Parameters" registry group [IANA.core-params].

The registry rules cover Constrained Application Protocol (CoAP) Content-Format identifiers from the "IETF Review or IESG Approval" range (256-9999) and the "First Come First Served" range (10000-64999). For the FCFS range, the rules do not involve the designated expert and are managed solely by IANA personnel.

The existing rules do not explicitly require checking that the combination of Content-Type, Media Type parameters, and Content Coding is semantically valid. This lack of guidance can confuse both the registering party and the registrar and has already led to erroneous registrations.

This document updates [RFC7252] by modifying the registration procedures for the "CoAP Content-Formats" registry, introduces a review procedure for most registry ranges, allows temporary Content-Format identifiers, adds a new "Media Type" column, and reserves Content-Format identifiers 64998 and 64999 for documentation.
