19. Implications of Subverting End-to-End Congestion Control

This section considers the potential consequences of subverting end-to-end congestion control by falsely indicating ECN-capability or clearing the congestion indication (the CE codepoint) in ECN.

As discussed in Section 18, routers that clear ECN congestion indications or falsely indicate ECN-capability could cause greater harm to a flow than simply dropping packets. This section considers these consequences in more detail.
