Il CER ha Command Code 257 e bit R; scambia capacità locali. Dopo guasto trasporto non inviarlo a peer sostitutivo (MUST NOT).

Su SCTP [RFC4960] o DTLS/SCTP [RFC6083] il CER DEVE contenere una Host-IP-Address AVP per ogni IP locale potenziale (MUST).
