Another major focus was vocabulary, meaning the specific semantics of an opt-out signal. Participants observed that many vocabularies have been proposed and that conflicting vocabularies are already in use.

The workshop discussed examples where terms were ambiguous, did not address common use cases, or were used inconsistently by different actors. No exact vocabulary conclusions were reached, but participants generally agreed that a complex vocabulary is unlikely to succeed.
