1. Introduction

RFC 9964 specifies how to use ML-DSA keys and signatures from US NIST FIPS 204 with JOSE and COSE. It defines a generic Algorithm Key Pair (AKP) key type for algorithms beyond the specific ML-DSA registrations in this RFC, and defines AKP thumbprints so AKP keys can be compared using the procedures of RFC 7638 and RFC 9679.
