Careful Resume is sender-based and can be deployed by transports without network configuration. Operators should expect it to help most where paths have large BDP and repeated connections between the same endpoints.

The method is designed to be safe around shared bottlenecks. It uses reconnaissance, limited jump_cwnd, pacing, validation, and Safe Retreat to avoid persistent congestion or starvation of other flows.

Deployments should log phase transitions and failure reasons so operators can tune max_jump, Lifetime, path matching, and interactions with transport-specific congestion control.
