Appendix B. Comparison with Expedited Forwarding
NQB differs from Expedited Forwarding (EF). EF is a low-loss, low-latency, low-jitter, assured-bandwidth PHB with stronger admission and provisioning expectations. NQB is shallow-buffered best effort and is intended to isolate non-queue-building behavior without giving a rate guarantee or priority service.
This distinction is central to incentives. NQB should not become a premium class that attracts mis-marking by capacity-seeking traffic; its value comes from separating smooth low-rate microflows from queue-building traffic.
