3.  Background

   In [RFC8415], the "Background" section contained background on IPv6
   specifications of relevance to DHCPv6.  That text has been removed
   from the current document; however, this section has been retained to
   keep the major section numbering consistent with [RFC8415].  Those
   interested can refer to [RFC8415] itself for more information on the
   topic.
