4.1.3. Expert Review Procedure

The designated expert performs "Expert Review" using this checklist:

1. The requested combination of Content-Type and Content Coding must not already be present in the "CoAP Content-Formats" registry.

2. The Media Type associated with the requested Content-Format must be registered in the "Media Types" registry, approved for registration, or listed in the "Provisional Standard Media Type Registry". Provisional standard Media Types are only permitted for identifiers in the ranges 0-255 and 256-9999.

3. Optional parameter names must be defined in association with the Media Type, and any parameter values must be permitted.

4. The Content Type must use the preferred format defined in Section 4.1.4.

5. If a Content Coding is specified, it must exist or have been approved for registration in the "HTTP Content Coding Registry".

For the 0-255 range, the designated expert also evaluates the request against the limited availability of the 1-byte code point space.
