The root zone can be retrieved from anywhere as long as it comes with a correct DNSSEC signature.

A.1. Root Zone Services​

The root zone is available for retrieval from the 13 root servers.

The root zone is also available for retrieval from xfr.lax.dns.icann.org (192.0.32.132, 2620:0:2d0:202::132) and xfr.cjr.dns.icann.org (192.0.47.132, 2620:0:2830:202::132).
