6.4.1. Purpose

This section should clearly describe the purpose and intended use of the URN namespace. It needs to explain:

  1. Target resource types: What types of resources will the namespace identify
  2. Target user community: Who will use these URNs
  3. Use scenarios: In which applications or services will the URNs be used
  4. Relationship with existing systems: Whether it is based on an existing identifier system

The purpose description should be specific and clear, helping reviewers and future users understand the value and scope of the namespace.
