2.3.3. f-component
The f-component serves a similar function to the URI fragment identifier [RFC3986].
The "#" character (number sign) introduces the f-component, which extends to the end of the URN.
As described in Section 3, the f-component should not be considered when determining URN-equivalence.
The semantics of the f-component depend on the type of representation retrieved, and are defined in the format specification for that representation. The f-component can be used to identify a secondary resource or some portion or fragment of a resource identified by the URN.
