8. IANA Procedures for Managing the Service Name and Transport Protocol Port Number Registry
This section details the procedures that IANA uses when managing the Service Name and Transport Protocol Port Number registry.
8.1. Service Name and Port Number Assignment
Service names and port numbers are assigned using the following procedures:
- System Ports (0-1023): Assigned by IANA based on IETF Review or IESG Approval.
- User Ports (1024-49151): Assigned by IANA based on Expert Review.
- Dynamic Ports (49152-65535): Never assigned.
Assignment requests must include:
- Requested service name
- Requested port number or range
- Transport protocol(s) (TCP, UDP, SCTP, DCCP)
- Description of the service
- Contact information
- Reference document
8.2. Service Name and Port Number De-Assignment
If a service name or port number is no longer in use, the assignee may request de-assignment. IANA will mark the entry as "Unassigned" and make it available for future assignment.
8.3. Service Name and Port Number Reuse
Port numbers that have been de-assigned may be reused for other services after a waiting period, to ensure that existing deployments have time to transition.
8.4. Service Name and Port Number Revocation
IANA may unilaterally revoke a port number assignment if:
- The assignee requests revocation
- The assignee cannot be contacted
- The assignment violates registry policies
- There are compelling technical or operational reasons
8.5. Service Name and Port Number Transfers
Assignees may transfer their service name or port number assignment to another party, subject to IANA approval.
8.6. Maintenance Issues
IANA will periodically review the registry to identify assignments that may need updating or removal.
8.7. Disagreements
If there is a disagreement about an assignment, the matter should be brought to the attention of IANA and the relevant expert reviewers for resolution.
