13. 13. Differences from RFC 2401

This architecture document differs substantially from RFC 2401 in detail and in organization, but the fundamental notions are unchanged. Key changes include revised processing model, new PAD database, removal of SA bundles requirement, enhanced SPD entries with selector ranges, DSCP/ECN support, fragment handling approaches, and updated PMTU handling.
