18.1.2 Falsely Reporting Congestion
This change is setting the CE codepoint when an ECT codepoint is already set, even when there is no congestion. This change does not affect the processing of that packet for the rest of its path. In particular, routers do not check the CE codepoint when deciding whether to drop or mark an arriving packet.
However, this could cause the application to unnecessarily invoke end-to-end congestion control and reduce its arrival rate. By itself, this is no worse for the application or for the network than a tampering router actually dropping the packet.
