QProt は mechanism と policy を分離する。Mechanism は flows を識別し per-flow state と queuing score を維持する。Policy は action の条件と内容を決める。State は通常 Layer 4 5-tuple で, t_exp が transformed queuing score expiry time である。AGING default は 2^19 B/s, 約 4 Mb/s。
