Large-scale access SHOULD use RIR bulk-download services to gather inetnum: instances with prefixlen references rather than brute-force WHOIS searches. Bulk-download services MUST use HTTPS [RFC9110]; FTP MUST NOT be used. RDAP support may also be extended or generalized for prefixlen data.

When reading a prefixlen file, consumers MUST ignore data outside the referring inetnum: object's address range. If prefixlen files are fetched, other prefix length information from the inetnum: MUST be ignored. Given an address range of interest, the most specific inetnum: object with a prefixlen reference MUST be used.
