Some copyright management regimes use registries of works consulted at use time, especially for photographs, music, and video. Registries often use hashing to create a robust content "fingerprint".

A registry decouples content from location and can be robust against removal of embedded metadata. However, participants identified deployment problems at Internet scale. Registries may work in relatively closed ecosystems such as commercial music publishing, but applying them to the diverse and very large Internet has proven difficult.
